Bateman (SEC3)
Capacity building with stakeholders (specify) Significant constraints to integrate conservation Large proportion of land already reserved. Majority of unreserved land is managed for forestry There are 8 Landcare groups. Approx 1560 Landcare groups (inc Bush/River/Dune/Coastcare) operate in NSW, working for sustainable NRM. Note that information is available only from groups who have released their details, about 1/2 of the total no.
Incentives Significant constraints to integrate conservation Large proportion of land already reserved. Majority of unreserved land is managed for forestry There are 6 Property Agreements covering 122 ha on properties totalling 425 ha. PA's are voluntary and permanently binding under the NVC Act (1997) and may offer financial assistance for work, advice and support.   WR's are voluntary and non-binding and provide advice and support from NPWS staff. Approximately half the existing WR's are contained in this dataset, which is currently in review. There are 3 Wildlife Refuges in this subregion.   Eurobodalla Shire Council, special rate to fund environment and Landcare groups
Industry codes of practice Significant constraints to integrate conservation Large proportion of land already reserved. Majority of unreserved land is managed for forestry Tocal Code of Landuse Practice, NSW Agriculture. AC Archer (1997)
Integration with Landcare, catchment & property planning Significant constraints to integrate conservation Large proportion of land already reserved. Majority of unreserved land is managed for forestry South East CMB and Southern CMB CMB's were established early 2000 (CatchMgtAct 1989), will produce Catchment Blueprints, which will give direction for community involvement and Government investment in the catchment.
Legislation including duty of care for leasehold etc Significant constraints to integrate conservation Large proportion of land already reserved. Majority of unreserved land is managed for forestry State Environmental Planning Policy 26 - Littoral Rainforests   Lower South Coast Regional Environmental Plan No. 2. Guiding decisions on local planning and development, and government and private investment in Bega Valley and Eurobodalla shires. Incorporating the NSW Coastal Policy.   Native Vegetation Conservation Act (1997), provides for reg veg mgt plans and property plans/agreements.   State Environmental Planning Policy 44 - Koala Habitat Protection   NSW Biodiversity Strategy (1999)   Threatened Species Conservation Act (1995), provides for recovery and threat abatement plans   Illawarra Regional Environmental Plan No. 1. Provides a framework for coordinated action to ensure best use of land resources and protection of regional needs.   National Parks and Wildlife Act (1974), enables establishment and management of reserves, as well as VCA's   State Environmental Planning Policy 14 - Coastal Wetlands
Threat abatement planning Significant constraints to integrate conservation Large proportion of land already reserved. Majority of unreserved land is managed for forestry Draft NSW Threat Abatement Plan - predation by the red fox Vulpes vulpes (NPWS)   NSW Threat Abatement Plan (in preparation) Predation by plague minnow, Gambusia holbrooki (NPWS)   NSW Threat Abatement Plan (initial planning stage) Invasion of plant communities by bitou bush (NPWS)
East Gippsland Lowlands (SEC1)
Capacity building with stakeholders (specify) Identified capacity to integrate conservation Land for Wildlife - promotes voluntary habitat management for biodiversity on private land, conservation assessments and management advice.   General recognition of issue and a variety of approaches under development with localised implementation.
Environmental management systems Identified capacity to integrate conservation EMS for Victorian Agriculture. Work being undertaken to integrate biodiversity considerations into EMS for grains, grazing and viticulture
Incentives Identified capacity to integrate conservation Fencing incentive schemes, generally well targeted for biodiversity protection outcomes.   Weed control incentives - lack of biodiversity focus   Rate rebates, limited in scope, variable in targeting for biodiversity services
Industry codes of practice Identified capacity to integrate conservation Code of practice for forestry (on public land)   Code of practice for private forestry
Institutional reform Identified capacity to integrate conservation Support for adjustment of timber industry in line with sustainable yields as part of RFAs
Integration with Landcare, catchment & property planning Identified capacity to integrate conservation Living Systems Project. Helps farm families and agribusiness benefit from the contribution native biodiversity to ecological sustainability of farm business and lifestyle. 3 sub programs Education and Training, Industry Support, Community Planning.
Legislation including duty of care for leasehold etc Identified capacity to integrate conservation Flora and Fauna Guarantee Act 1988 - Threatened species /communities and potentially threatening process management, controls on taking of flora and management agreements. Dependant on funding for activity.   Wildlife Act 1978 regulates the taking and keeping of wildlife.   Catchment and Land Protection Act 1994 -duty of care extends to native veg and indirectly to biodiversity, not yet widely accepted
Other - describe Identified capacity to integrate conservation Increased emphasis on ecological management of fire regimes
Other planning opportunities Identified capacity to integrate conservation Local Government. Planning Practice Note on Biodiversity. Incorporation of Biodiversity conservation objectives into Local Planning Schemes, encouragement of use of overlays and local policies to highlight and protect significant biodiversity value   Local Government roadside conservation assessment and Plans - assess conservation significance of roadsides with the intent of protection form inappropriate management practices.
Threat abatement planning Identified capacity to integrate conservation Draft Native Vegetation management Framework and 10 draft Native Vegetation Management Plans - systematic evaluation of conservation status and prioritisation of retention and enhancement of native vegetation based on Ecological Vegetation Classes a   Draft Victorian Pest Management framework- emphasises the importance of pest management for Biodiversity conservation.   10 Regional Catchment Management Strategies.
